The JTT/IBS SME:
will provide SIGINT support to the ACM-F JTT and Army Integrated Broadcast Services (IBS) capability development experience to develop, coordinate, and intensively manage JTT/IBS requirements and processes across all echelons for the Army


Responsibilities
  • Provide JTT/JTT NextGen and Army IBS technical support for capability requirements development, management, and prioritization related to the program. Coordinate with the other Warfighting Functions (WfF) (e.g., Fires, Air and Missile Defense) and Services (US Air Force, US Navy) for their JTT requirements. Review and provide input to ACM-F and other agency JCIDS documentation (e.g., JTT Operational Requirements Document) and PM DCGS-A or PD JTT provided documentation as it pertains to JTT and other Army Integrated Broadcast data links. Provide input to JTT BOIP development and refinement.
  • Update documentation related to system threats and vulnerabilities (i.e., IA, to include threat Cyber and SIGINT activities), system concepts and operation, product improvements, logistics, sustainment, and fielding plans
  • Provide input to new or updated/revised JTT/IDS Architecture products, including All-Views (AV), Capability Views (CV), Operational Views (OV), and other Government designated graphical CONOPS and Architecture products.
  • Support JTT/IBS Design Reviews, Integrated Product Teams (IPT), sub-IPTs, and Working IPTs (WIPT)
  • Provide support to working groups and forums, including Integrated Concept Teams (ICTs), IPRs, Councils of Colonels (CoCs), and General Officer Steering Committees (GOSCs) for these functional areas.
  • Prepare independent assessments, formulate, and present recommendations for Government approval as input to CoCs, GOSCs, and other designated forums as appropriate, e.g., Milestone Decision Reviews.
  • Provide support during JTT/IBS Developmental Test (DT), Operational Test (OT), and Evaluation (OT&a;E) activities.
  • Other duties as assigned.

Qualifications
  • Bachelor&s;s degree required
  • Knowledge of the JCIDS process
  • TS/SCI clearance is required



Knowledge, Skills, and Abilities




  • Excellent written and verbal communication and customer service skills.
  • Ability to work independently and as a team member.
  • Deep understanding of SIGINT applications and capabilities
  • Perfect candidate would have a strong SIGINT background with several years working with various COMINT Technologies.
  • Ability to travel frequently (up to 30% of contract support time).
  • Ability to handle controversial situations with tact and diplomacy.
