Information Technology Analyst - Principal

The company employs over 74,000 people and operates in more than 40 countries around the world.   Jacobs is looking for a talented individual to join our team supporting the Joint Interoperability Test Command (JITC) Test, Evaluation, and Certification (TEC) contract.   DoD Teleports provide multi frequency Military Satellite Communications (MILSATCOM) and Commercial Satellite Communications (COMSATCOM) reach back and network transport to forward deployed tactical users requiring access to the Defense Information System Network (DISN) Core and Transport Services.  The DOD Teleport System Satellite Communications (SATCOM) and network capacity requirements are sized in accordance with Joint Staff validated Combatant Command (COCOM), Service and Agency SATCOM capacity and network services requirements.  This is an Acquisition Category (ACAT) 1 program on Office of the Secretary of Defense oversight. DoD Teleport Generation 3 (G3) satellite gateway enhancements add to the existing capabilities provided at DoD Teleport and other satellite gateway location.  The candidate will be required to apply their in-depth knowledge of mission-focused capabilities for "Long-haul  UHF communications, and widely used and accepted  Operational Test and Evaluation (OT&E) methodologies and warfighter activities to conduct test planning efforts for all test events.  The candidate will perform requirements analysis, to perform Interoperability T&E, OT&E prepare.  Data Source Matrices, Risk Assessments, Test Concept Briefs, OT&E Plans. The candidate will also observe and collect data during Operational Test (OT) events, conduct post-test analysis, participate in Data Authentication Groups, and prepare reports.   Desired qualifications: OT&E experience. Requirements Analysis Understanding of Net-Ready Key Performance Parameters. Interoperability testing experience. Excellent oral and written communication skills. Excellent analytical and time management skills. Proficiency with Microsoft Word and Excel.   Qualifications   Education and Experience: Requires a Master's degree and at least 8 years of experience or a Bachelor's degree with at least 10 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master's degree. The degree must be in a relevant technical curriculum and experience must be related to the job duties. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for 1 year of experience.  Acceptable degree specialties include but are not limited to the following: Information Technology, Mathematics, Computer Networking, Cybersecurity, and various engineering and science disciplines.   Related certifications in the area of specialization may be substituted for 1 year of experience. Examples of relevant Government or industry training include, but are not limited to, DAWIA Test and Evaluation Level 1/2/3 certification, SPRDE Level 1/2/3 certifications, CTEP certification, ScrumMaster certification, Six Sigma Green/Black Belt certification, Project Manager Professional (PMP) certification, Security+ certification, and applicable United States Federal or DoD school training and certification on a specific system, network, or technology.   This position will require a security clearance at the Secret level at time of hire, Top Secret level desired.   Essential Functions:   Physical Requirements Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.   Work Environment An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.   Equipment and Machines Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.   Attendance Core work hours will be between 9:00 a.m. - 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.   Other Essential Functions Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
